Standby / Unemployment Filing Instructions

1. Create or Log Into SecureAccess Washington (SAW) and ESD eServices

The employee must go to the Washington Employment Security Department (ESD) unemployment benefits website and create a SecureAccess Washington (SAW) login if they do not already have one. Once logged in, they should access eServices.

2. File a New Unemployment Claim (or Reopen an Existing Claim)

  • In eServices, the employee should start a new unemployment benefits application (or reopen a claim if they have filed previously). They must list the company as their most recent employer, select “Laid off – lack of work / end of season” as the reason for separation, and enter their last day of work.
  • ESD uses this information to determine eligibility.

3. Request Standby During the Claim

  • When the application asks whether the employee expects to return to work or if they are requesting standby, they should answer “Yes” and enter the expected return-to-work date provided by the company.
  • After the claim is established, the employee may also request standby by logging into eServices, opening their active claim, selecting “I want to,” and clicking “Request standby.”

4. Watch for Approval or Denial from ESD

  • ESD (not the employer) determines whether the employee qualifies for standby. The employee will receive a notice by mail or through their eServices account showing approval dates or a denial.
  • If standby is denied, the employee may still be eligible for unemployment benefits, but they will be required to complete and report weekly job searches instead of being waived.

5. File Weekly Claims and Report Any Earnings

  • The employee must file weekly claims in eServices every week, even if no income was earned.
  • File weekly claims even while waiting for standby approval
  • Missing a week = no pay for that week
  • If the employee works any hours during the week (such as snow work or small jobs), they must report their gross earnings for that week. ESD will adjust the benefit amount accordingly.

Important note:

  • The expected return to work date needs to be only 4 weeks maximum. If you set it higher, you will be automatically denied
  • This is to be requested every 4 weeks until we return
  • When requesting standby, enter the return-to-work date provided by the company. If unsure, use the earlier date in the range.

Frequently Asked Questions (FAQ)

Do I need a letter from Green Garden Landscaping to apply for unemployment or request standby?

No. You do not need a letter from the company. You can file your unemployment claim and request standby directly through ESD eServices. Once you submit the standby request, ESD will notify Green Garden Landscaping to confirm your expected return-to-work date.

After you request standby:

    1. ESD reviews the request
    2. Green Garden Landscaping must confirm your return-to-work date
  • ESD makes the final decision

You will receive a notice in your eServices account or by mail showing whether standby was approved or denied.

If standby is denied, you may still receive unemployment benefits, but you will be required to complete and report weekly job searches.

Yes. You must file a weekly claim every week, even:

  • While waiting for standby approval
  • If you earned no income that week

If you work any hours (such as snow work or small jobs), you must report your gross earnings for that week. Missing a weekly claim can delay or reduce your benefits.
